HACF Major Source of Area Funding
The Homer Area Community Foundation (HACF) has evolved
into a major source of funding for the philanthropic needs of the Homer
area. The funds of the HACF support a diverse range of programs and organizations.
In 2003, the foundation board members awarded scholarships and grants
totaling over $30,000 to 38 different individuals and organizations.
Because of contributions, the foundation was able
to support many different programs this past year. It has:
- Opened a new fund - The Homer Recycling Center
Facilities Community Project Fund. The foundation will be accepting
donations for the Recycling Center for their new facility.
- Continued to provide and support Homer
Community School programs and scholarship assistance to Homer High School students.
- Funded a Homer
Youth Art On-Line so children,
family and friends can see youth artwork displayed on the World Wide
Web.
- Continued to provide assistance for the Homer
Business Association, allowing the group to make possible many different
programs, including an annual Summer Festival.
- Continued to work with the Homer Arts Advisory
Committee to provide successful theatre, choir and band productions
for the Homer area.
None of these programs would be a success without
the generosity of the community. The HACF is able to take contributions,
large or small, and produce dramatic results for the Homer area.
Breakdown of HACF Funds
The HACF is comprised of several funds. Most of these
funds are endowed and a percentage of the yearly interest income is used
for annual grant making.
Endowed funds
- Fund for Homer - Grants awarded from this fund
focus on key areas of priority within the community.
- Bessie Edwards Education Fund - Bessie Edwards
was a lifelong resident of Homer who wished her bequest to be used
for “the enrichment of educational programs.” All grants
awarded from this fund go exclusively to Homer Community Schools.
- Youth Fund - Grants from this fund are awarded
by a committee of Homer community youth. This fund provides young people
with a real experience in philanthropy.
- Homer Arts Fund - Grants from this fund will be
awarded for maintaining, establishing and supporting the arts in the
Homer community.
- Homer Public Library Endowment Fund - Grants from
this fund will be awarded for maintaining and supporting the Homer
Public Library.
- Homer Area Community Foundation Operating Fund
- This fund has been established to support the operating needs of
the foundation.
- Save the Homer Lake Endowment Fund - This fund has
been established to assist in the Homer Lake clean-up.
- Homer Community Based Preschool Endowment Fund -
This fund has been established with hopes to ensure sustainability for
the program.
- Barton Farm Co. Endowment Fund - This fund has
been established by Roxanne Barton. Roxanne, her husband Bruce,
and his parents Mike and Kathy Barton want to thank the Homer community
for their support of Barton Farms. In addition, the Barton's feel
very fortunate that they have been able to employ talented students from
the Homer area throughout the years. Because the Barton's believe
strongly in the importance of education and the continued excellence of
our local schools, this scholarship has been established.
- Grace Falconer Kleis Endowment Fund - Grace
Falconer Kleis opened Falconer's store, a very popular women's clothing
store, in Homer in 1945. Over the years many young people gained
their work ethic from Grace' examples and learned the criteria for
quality customer service. This fund was established by Grace as a
token of appreciation and thanks for her former customers and the 29 1/2
years Falconer's business thrived in Homer.
Non-endowed funds
- Homer Arts Community Project Fund - This fund
has been established to promote and support the arts in the Homer Community.
An Art Advisory Committee has been formed and is presenting a second
season of art programming in the community.
- Homer Area Community Foundation Operating Fund
- This fund has been established to support the current operating needs
of the foundation.
- Homer Recycling Facilities Community Project Fund
- This fund has been established to assist in raising dollars needed
to build a new facility for the Homer Recyclers.
- Save the Homer Lake Community Project Fund - This
fund has been established to assist in the Homer Lake clean-up.
Please note that contributions to non-endowed funds
are not eligible for the Michigan Tax Credit for Community Foundations.
Endowed scholarship funds
- George and Betty Petredean Scholarship Fund -
Yearly scholarships are awarded to Homer Community School
graduates and alumni based on strong academic performance, leadership
skills, and community involvement. This scholarship is renewable for an
additional three years based on specific criteria. This fund was
established because George and Betty are very fortunate that they had
caring adults who encouraged and assisted them in pursuing a college
education. Established 1994.
- Betty Petredean Scholarship for the Arts Fund
- Yearly scholarship are awarded to Homer High School graduates and
alumni. These scholarships are renewable for an additional three
years based on specific criteria. This scholarship was established
in memory of Betty who was a music education major, pianist, organist,
vocalist, and a lover of the fine arts. Established 2005.

- Harry and Linda Lucyshyn Memorial Scholarship
Fund - Yearly scholarships are awarded from this fund are for Homer Community
School graduates. Consideration is given to those students who may
be pursuing careers in audiology, sciences, agriculture and veterinary
medicine. This scholarship was established in memory of Harry and Linda Lucyshyn
who were graduates of Homer High School and both attended Michigan State
University. Established 1997..

- Bessie L. Smith Scholarship Fund - Yearly
scholarships are awarded to Homer Community School graduates and alumni
based on scholarship, merit and community participation. This fund was
established in memory of Bessie L. Smith, a lifelong Homer resident,
educator, mother of five Homer High School graduates and active
community member. Established 2000.

- Phil Duff Memorial Scholarship Fund -
Yearly scholarships are awarded to Homer Community School graduates
based on scholarship, merit and community participation. This fund was
established in memory of Phil Duff, former Homer Elementary School
principal and active community member. Established 2001.

anyone throughout your life helped to influence your decision.
- Homer SLF/Blair Scholarship Fund - Yearly scholarships
are awarded to Homer Community School graduates and are renewable for
an additional three years based on specific criteria. Recipients
should exhibit solid character, commitment to community service,
philanthropy, and financial need. This scholarship combines the funds
of the Homer Student Loan Fund (SLF) and the Blair Scholarship Fund.
Past Homer superintendent Everett Highland started the Student Loan Fund
in 1959 to provide loans to Homer High School
graduates to help them further their education. The Blair
Scholarship was started in 1977 with funds from the estate of Bess
Blair as donated by her sister Maude. Both sisters were born in Homer
and descendents of Homer's first doctor. Bess taught in the Homer school system. Maude was a lifelong educator,
and both sisters were strong supporters of education. Established
2001.

- Robert and Doris Folk Scholarship Fund - Yearly
scholarships are awarded to Homer Community School graduates and are
renewable for an additional three years based on specific criteria.
Recipients should demonstrate financial need, leadership skills,
community involvement, and academic performance. This scholarship
was established in memory of Robert and Doris Folk who were
lifelong Homer residents, and parents of two Homer High School
graduates. Bob and Doris have given back to the
community in many ways. Establishing this scholarship is a way to
make sure their efforts continue. Established 1999.

- FFA Alumni Scholarship Fund - Yearly
scholarships will be awarded to Homer Community School graduates and
participants in the FFA for one or more of their high school years.
Students planning to pursue an education in agricultural science will be
given a preference.

how FFA influenced your choice.
- Crandall Family Scholarship Fund
- Yearly scholarships are awarded to Homer Community School graduates
with a financial need, strong academic performance, involvements in
the community, and strong character. This scholarship was established by Larry Crandall in
memory of his wife, Mary Dibble-Crandall, and his parents, Mason and
Marjorie Crandall. Larry was fortunate that the G.I. Bill made a
provision for his college education. This scholarship fund is
established so that others also might be able to continue their
education beyond high school. Established 2006.

your views regarding community service and your obligations to Homer,
also; explain what, and how, you exhibit “strong character” in your
life.
- Homer Academic Booster Club Scholarship Fund - Yearly scholarships
are awarded to Homer Community School graduates who demonstrate a
potential to succeed in college. Financial need, character, and
volunteer involvement will also be considered. The Homer Community
Schools Academic Booster Club was organized in the fall of 1983 by
parents, teachers, and administrators to promote increased parent and
non-parent involvement in the Homer Community School academic program.
Over the years the ABC members raised award and scholarship funds by
hosting Christmas tree sales, Dime-a-Dip dinners, and more recently an
annual Pasty sale. The ABC's have sponsored over 20 years of
spring honor desserts to recognize student achievement and attendance.
The ABC's continue to sponsor the Student of the Month program and
Alumnus of the Year program, as well as maintain the Academic Hall of
Fame.

Raymond R. Amsler Scholarship Fund - Yearly scholarships are
awarded to Homer Community School graduates with a potential to succeed
in a college curriculum. Financial need, character, and volunteer
involvement will also be considered. This scholarship was
established by Raymond R. Amsler in 2006. Ray has many fond
memories of his years in Homer and his school time. He established
this scholarship to help Homer students attend college.

you were involved in at Homer High School and how you benefited from the
experience.
Barton Farm Co. Fund - Yearly scholarships are awarded to a
Homer High School or surrounding area graduate with a financial need.
The recipient can pursue a vocational degree, community college or a
four year college or university degree at the school of their choice.
The Barton Farm Co. Fund was established by Roxanne Barton.

Paul & Maurine Snclair Scholarship & Youth Endowment Fund -
Grant from the fund may be used for a scholarship for a Homer High
School graduate and/or programs benefiting the youth of Homer.
Yearly scholarships will be awarded to a Homer High School graduate.
This fund was established by the estate of Maurine Sinclair.
Paul & Maurine were both raised in Homer and graduated from Homer High
School. Mr. Sinclair had a career in banking and Mrs. Sinclair was
a kindergarten teacher. Youth were always important to the
Sinclair's. They hosted several foreign exchange students in their
home and Mrs. Sinclair was the first guardian of the Campfire Girls of
Homer.

Endowed donor advised funds
Donor advised funds provide a simple and flexible
tool for individuals, families, businesses or groups who want to be personally
involved in suggesting grant awards made possible by their funds, while
establishing a charitable legacy.
- Warren and Myrt Dexter Fund for Children
- Established by Warren Dexter, an educator who has worked in the Homer
Community Schools, and his wife, this fund will focus on key areas
of priority in the community with a special emphasis on children.
- Cortright Educational Enrichment Fund - Established
in memory of Nancy Cortright, this fund will focus on educational needs
in Homer Community Schools.

GRANT REQUEST PROPOSAL
The Homer Area Community Foundation welcomes and encourages the
application of innovative and creative grant proposals that will promote
the educational, recreational, environmental and cultural development of
the Homer area. Grants will be awarded by the Homer Area Community
Foundation from the Fund for Homer, the Bessie Edwards Education Fund,
and the Homer Youth Advisory Committee. Grant applications will be
reviewed by the Foundation Board of Trustees and the members of the
Homer Youth Advisory Committee. Grants, which show promise of
helping a broad segment of citizens of the Homer area or help a
traditional underserved portion of the population, will be looked upon
favorable by the grant review committee. Grants from the Homer
Area Community Foundation support the organizations and programs in our
community that serve the needs of people in such areas as health,
education, human services, arts and culture, youth, and community
development.
Grant proposals for more than $200 will be reviewed two times a year, in
April and September. Grant proposals for less than $200 are
considered "mini-grants" and can be submitted at any time.
Spring
2006 Grant Recipients:
* Homer Community Schools $1,000 - School/community health fair
through the Coordinated School Health Team.
* Homer Community Schools $3,225 - High school choir outfits.
* Homer Community Schools $2,000 - Senior post prom mystery trip.
* Homer Historical Society $4,000 - Microfiche reader (housed in
the library).
* Homer Lake Association $2,230 - Preliminary work for dredging
of the Homer Lake.
* Homer Public Library $175 - Mini grant for Binder Park Zoo
mobile.
* NBAA Youth Fishing Tournament $200 - Mini grant for supplies.
* Homer Community Schools $60 - Mini grant for t-shirts for the
Middle School Science Olympiad Team.
FUND FOR HOMER, BESSIE EDWARDS EDUCATION FUND, AND THE
YOUTH ADVISORY COMMITTEE PROPOSALS MUST INCLUDE:
* Organization name, date, address, phone number, contact name,
authorized signature, and
amount requested.
* Description of yourself of organization.
* Summarize the purpose of your request. What will you
specifically do with requested funds? Include examples, where
appropriate, of community support, commitment to community improvement
and promotion of self-improvement for participating individuals.
* Project timeline (approximate start, implementation and completion).
* Describe the recipients of beneficiaries of this project or program.
* Include a detailed budget along with other possible sources of
funding.
* Provide a description of your evaluation plan along with how you plan
to continue the project of program (if applicable).
* Provide an overview of the positive impact this project will have on
this community. Detail what makes this project special. You
may include supporting documents if desired.
The Homer Area Community Foundation asks that all applicants observe
the following procedures when submitting proposals for the Fund for
Homer, Bessie Edwards Education Fund, and the Youth Advisory Committee:
1. Include 10 copies of application.
2. Keep proposals to a maximum of 8 pages (including supporting
materials).
3. Meet deadlines - late applications will be asked to resubmit
for the following grant cycle.
4. Proposals must be signed by the superintendent of school or
organization president prior to application to HACF.

Grants will be announced at the Scholarship Reception, Wednesday, April
23, 2008, 7:00 p.m., at the Homer Community House.
If your proposal is accepted by HACF, you will be required to
complete a final report form outlining accomplishments and verifying
fund expenditure as originally proposed. Failure to file a timely
report will impact future funding.
MINI GRANT APPLICATION
Mini-grant requests cannot exceed $200 and must benefit the residents of
the greater Homer community. These grants are intended to be a flexible
local funding opportunity that can rapidly respond to community needs.
